After more than 20 years of implementation, one of the most glaring problems with decentralization is the lack of control over the tax base and the low level of tax collection by municipalities.
Today, the digitization of administrative and local government procedures is one of the major priorities of the transitional authorities, with several large-scale initiatives underway.
However, its implementation is encountering some resistance at the national and local levels, namely the slow pace of signing decrees by the ministers in charge and the reluctance of some municipal officials.
Yet effective digitization is a springboard for security and transparent management of fiscal resources. For example, the payment of taxes on municipal markets and economic facilities using electronic payment terminals (EPTs) allows for the traceability and effective transfer of the amounts collected to the municipal coffers.
