Local authorities, by virtue of their administrative and financial autonomy under decentralization, are responsible for local development through the skills and financial resources transferred by the State. To this end, they take charge of development projects, which involves planning, financing and implementing public investments that strengthen people’s livelihoods. The comparative advantage of local authorities in the provision of public services lies in their proximity to local populations, enabling them to implement relevant responses to local development challenges such as adaptation to climate change, taking into account the specific needs and priorities of the local population. These roles and responsibilities are essential to strengthening community resilience.
